Wordpress

Why it's best: Wordpress is a powerful and feature-rich customizable blogging platform. The interface is well designed and easy to use while not skimping on functionality. Wordpress has developed a very easy “famous” 5 minute installation process that truly is easy and quick to do. Plus, the Wordpress system is very easy to update in a manner that’s similar to installing it. One of the greatest strengths of Wordpress is the large number of plug-ins and themes (mostly user-created) that are available for free. If you have a specific need for your Wordpress blog, there probably is a plug-in for that. There are also many free themes online so you’re sure to find that right look for your blog. Tumblr

Why it's best: Tumblr offers a rich interface that makes posting content very easy. This free blogging system appeals to many since most people that blog don’t post long articles, but rather short snippets and blurbs of thought or things they find online. It is easy to post quotations, videos, audio, and pictures since Tumblr has specially set up fields for such content. Tumblr is decently customizable and many themes are available for free. Tumblr is probably the easiest to use blogging platform in this list, but that comes at the price of having a very small set of actions it can perform. Moveable Type

Why it's best: Moveable Type is one of the more popular blogging platforms for professional bloggers and news companies. It is a very robust system with many features and customization options, such as allowing multiple blogs for multiple users. Its design templates are customizable and it has a great asset and file manager. This platform’s learning curve is steeper than others but there are great benefits to learning how to use it. Installation is a bit involved and more difficult than other systems though. For personal use, Moveable Type is free but if used for organizations, you have to purchase a user license. Why it's best: Blogger is a free blogging service from Google. If you already have a Google account, you can easily activate and set up a Blogger blog. Blogger is a much simpler blogging platform that doesn’t offer as much customization as other systems. However, this simplicity makes it very easy to use and a great blogging solution for most anyone. If you want a simple blog to get your ideas out, Blogger is a simple and easy way to go. Drupal

Why it's best: Drupal is a powerful and highly extensible content management system. It can support everything from large community websites to personal blogs. Drupal’s blogging interface is decent and the available add-ons and plug-in modules are decent as well. However, its scope of abilities is broad and is not initially fine tuned for blogging like the other blogging platforms out there. Drupal is powerful, but it will take time to customize it into a blogging platform that works for you. More advanced users and developers will appreciate its powerful capabilities. Read Full Review

This is quite confusing one to select the best CMS for blogging,I'm currently using Wordpress & Drupal for my different blogs.I'm enjoying with both of them,but I must vote for Drupal for the best blogging software.
