Whether you should choose this CPU or a different one from Intel, assuming you prefer Intel over AMD, really comes down to the types of programs you run. This is a four-core processor with hyperthreading that lets it function as an 8-core CPU. If you primarily run programs that can't take advantage of more than four cores or utilize the hyperthreading, then this really doesn't offer much that you can't already get from something like the Intel i5-4690. It runs at 4.0GHz out of the box with turbo frequencies up to 4.4GHz. With just a little overclocking, you can pretty easily get this processor much faster, though you'll definitely want better cooling than what comes with it. The 22nm design and 8MB of cache memory keep it running fast with low power draw, though overclocking will certainly increase how much power it requires. The price on this model is pretty high, considering you can get the Intel i7-5820K for just about $50 more, so keep that in mind.
